>> northern suburbs got about half an inch of flow and sleet. you now it's changed over to rain and we have light rain over west virginia, moderate rain north of richmond, be passing south of fredericksburg. closer to washington a few sprinkles in this patch much green in montgomery howard frederick county maryland. northern anne arundel county. this will be tracking off north and east. but we still have a possibility of light rain over the next three or four hours. right now all above freezing. near 50 southern maryland. low to mid-40s central shenandoah valley. but this area in purple still a winter weather advisory. some slippery spots until 8:00 this morning. just some isolated slick spots northern montgomery county a little bit of slushiness up there as well as into northern and we were loudoun county. coming up next weather and traffic, a look at our roller coaster temperatures over the next 24 hours. chuck bell joins us live now in

the storm team 4 x 4. >> reporter: we are here in northern montgomery county on father hurley boulevard just off of 270. it's indeed a slushy story on the side of the roads, but all the main stretches of pavement are completely slush free. that is definitely welcome news. we're out here in the 4 x 4. if you have slushiness or icy streets, @chuckbell4 is my twitter handle. show your slush. right now overall, looking quite good. no major issues at this point this morning. taking a look at 66 and 95 nice and green. 70 just east of 270, everything rolling along nicely there. may have a little britt of that slush. just heard from my producer that this has cleared, 95 south at old keene mill road. prince george's county overall looking quite good as well. taking a wider look at things, no major problems into or out of

town. i'll be back in about ten minutes with a live look at 95 in virginia. it's 4:32. and a new beginning today at the washington navy yard. it has taken more than 16 months and $60 million, now the navy is just hours away from reopening building 197. 12 people died there in a mass shooting in september of 2013. megan mcgrath is live with more on this morning's renaming ceremony. good morning. >> reporter: good morning, aaron. it is no doubt going to be a veryay for many as they return to the building that was the scene of such horror. a lot of changes have been made in this renovation and the hope is that people will once again be able to feel comfortable working inside the building. first of all, the building has a new name. it's now being called the humphreys building after joshua humphreys who designed the first navy frig@ at frigates. unlike the tight cory toreridorscorridors,

things are now more open and easier to navigate. there will also be a special area honoring the 12 people who died in the attack. 400 workers will move in today and then hundreds more over the next couple weeks. the navy says extra security will be on hand during the move and there will also be counselors. and for people who just find it too much too emotional to return and work once again in this building the navy says that accommodations are being made for those folks and that they will be able to continue to work in office space around town that they will not force people to return to the building. reporting live from the navy yard megan mcgrath, news 4. and this morning the vice admiral is the first person to walk through the the doors. runs the command. during the renovation, his department was broken up and relocated to other buildings admiral

says he's proud of his navy family's resilience. >> and so we've been a little less efficient than we would be if we' together. so i'm really looking forward to being back in 197 all together. >> 400 workers will move in today, hundreds more will then move in in waves over the next nine weeks. 4:35. today we expect tough questions for montgomery county public school super ibintendent joshua starr. they want to know why it took weeks to tell parents about sexual assaults. at least one school principal has publicly apologized. starr is expected to testify before the education committee this morning. sfwroo police police are trying to figure out why a woman stabbed herself inside a safeway. our crews were there when police took away a large suitcase and a bag of evidence. the condition of that woman not known right now. for one

no one else was hurt. two pedestrians being hit on the bw parkway are being treated for serious injuries. it happened right near 198. it's not known if they were trying to cross the parkway. the female was taken to a hospital in baltimore with life threatening injuries. the man is at laurel regional hospital in critical condition. we're working to find out more on their conditions this morning. the secret service arrested a than who climbed a bicycle rack outside of the white house grounds. the man is charged with unlawful entry. that rack is part of a temporary fence that was put up around the white house gate. the secret service added the extra barrier after a man crimed the climbed the fence and made it all wait inside last year. a developing story in montgomery county. the big decisions in the days ahead over your children's education. and another storm wallops a large swathe of the northern part of our country. how you're feeling the impact this morning. there is a lot happening

welcome back. developing this morning, the future of montgomery county public schools superin-tent dent is in doubt. a deadline for joshua starr's contract negotiations has been extended.is in doubt. a deadline for joshua starr's contract negotiations . kristen wright joins us "life" from montgomery county school headquarters. >> reporter: yes, today is

certainly critical in the future of montgomery county schools super superintendent joshua starr. the deadline for his contract was extendeded from yesterday. the school board must decide by march 1 whether to renew starr's four year contract. that agreement expires in june. starr released a memo to the school board dated january 22 detailing his accomplishments during his tenure. he cites improve graduation rates and test scores. he also writes that he has helped narrow the achievement gap between white and minority students. the news 4 iteam obtained a school board memo issued during the 2013/2014 school year. board members expressed concerns about communicating with starr. they have denied requests to comment on whether they plan to keep the superintendent in his position. starr has had some not so bright

moments regarding the notification of reports of sexual assault school start times and attempts to remove the religious holidays from the school calendar. the president of the pta supports starr. his future in question though this morning and again, today is the deadline for superintendent starr to notify the school board whether he wants his contract renewed. live in montgomery county, kristen wright news 4. >> of course a lot of people interested to know how that will turn out. important stuff. 4:41 is our time. and the picture behind will us looks like -- i was going to say hazy. >> and it's also 39 degrees. i will tell you, i think it's warmer than i expected. >> i like it. your weather and traffic on the 1s. >> we're in the mid and upper 30s, that's good news because we did get some snow and sleet overnight, but that is melting as we have temperatures before

freezing. there is one batch of moderate showers now in west virginia that will be getting closer to us but that won't be until maybe around 8:00 9:00. so we'll stay above freezing. mid and upper 30s. and then jump to near 40. by then we will be drying out by noontime as we'll get a little sun breaking out. but that's when winds will begin to increase. we'll is strong gusty winds in to the afternoon as we hover right around the low 40s by midafternoon. going forward, roller coaster ride plunging below freezing by 11:00 p.m., still gusty winds through late evening. and then by dawn tomorrow all the way done it near 20 degrees. but everything should be drying out just in time. look at our next chances for a wintry mix next weather and traffic on the 1s. overall looking pretty good. you can see a little bit of a sheen on the roadway. and those sidewalks and driveways like mine probably a little nasty and slick. main roads not bad.

a snowstorm is creating a mess for travelers and leaving a lot of people in the dark. here is a look from indiana. 10 to 15 inches expected to fall there before this is all over. some strong winds knocked down trees, ripped down some you power lines. 8,000 homes and businesses lost electricity. as much as a foot of snow is expected around cleveland, ohio. that system now moving in to new england bringing more snow. it's also bringing rain to our region. you you may have a hard time catching your flight today. we did just check for you with flightaware.com. more than 2200 flights have been canceled this morning. in our region 53 flights have been canceled at reagan national bwi 31 and dulles has canceled 20. check with your airline before

you head to the airport. the winter storm could cause delays if you're heading north on amtrak. amtrak is planning normal service in the northeast corridor however it says some axle la express and regional service will be modified. they have several you crews on stand by between new york and boston in case there are any problems. a lot of people around the country talking about a big game. >> people are getting hyped asking if the game really lived up to the hype. sarah dallof love in glendale arizona. >> reporter: it depends who you you ask if they think that last play call was the right thing or the wrong thing. and a lot of excitement here still today. patriots fans still winding the night down for cleanup crews,

their day is just starting. of course all of this following a very exciting game with that surprise last minute interception. now, the patriots fans like i said still out on the streets. tom brady of course their hero. the first quarterback to lead his team to six super bowls, now a fourth championship and third mvp under his belt. of course a lot of people not necessarily watching for the super bowl watching instead for the halftime show. katy perry did not disappointment she had multiple outfit changes including accessory, all together they limit about 22,000 crystals she wore throughout that 12 minute set. and back here people heading to the airport today, it will be tough to get on your flight home. airport officials urging people to leave at least three hours to go through security and check-in. they say also be sure to monitor the cancellations and delay board, especially those flying back to new england, they will

commercials. angie goff has a look at one ad that cause quite a bit of outrage. >> and i've only changed my ring tone three times in my life and it was for missy. she made that super bowl halftime show. just had to put that in there. but let's talk nationwide because they're responding after a super bowl ad sparked some outrage. >> i can't grow up because i died from an accident. >> yes, that's the ad featuring the dedath of a young boy. really depressing. and nationwide saying the sole purpose was to start a conversation not to sell insurance. we wanted to build awareness of an issue that is near and dear to all of us, the safety and well of our children. the company says it knew that it would get a lot of reaction and it did. more than 22,000 tweets about that ad. most of them saying that it was a total buzz kill and it wasn't long before some even started a twitter page @nationwidekills.

4:51 our time. today president obama expected to release his budget proposal at the department of home land security here in the district. the announcement will happen around moon today. the president is expected to propose a $4 trillion budget that includes upgrades to transit, bridges and highways. the "washington post" reporting it also include as one time tax on foreign profits kept overseas by corporations. there is also tax credits for middle class americans and a 1.3% pay raise for federal workers, including service members. new jersey governor chris christie will heat with british prime minister david cameron today. christie is on an official visit to london to promote his state's life sciences industry. he's been tweeting pictures of his trip. the governor watched the super bowl at a pub in london with some exchange students from new jersey. over the weekend, he also went on an english premier league

if you're in loudoun county starting today, there are a lot of changes. commuter bus service begins from a new park and right in ashburn. it will make two additional stops before heading in to northwest d.c.. new route 85-dulles south also starts today. other changes include local routes being split in to two routes.

changes and types will also change. so check your schedule before you head out. this morning we're hearing from a maryland woman who saved her neighbor's life in prince george's county. erica says her carbon monoxide alarm went off several times at the franklin park apartments on breezewood court. she said she called the maintenance department but the department didn't find anything and the alarms kept going off for two days so she decided to call 911 yesterday. firefighters found carbon monoxide and evacuated the building. they also found her neighbor passed out. >> they pulled my neighbor out, it was heartbreaking to see her come out like that. it was so heartbreaking. >> paramedics revived the woman and took her to the hospital in critical condition. firefighters say a ventilation pipe in the basement water heater leaked carbon monoxide. we reached out to the apartment complex, but we have not received a response. those devices can be lifesavers. firefighters say it's not just the smoke detector but that
